Myclimateservice.eu is the outbound service of the CLARITY project, which is supported by the European Commission under www.clarity-h2020.eu. It aims to build up and service a vivid community interested in climate change adaptation. Besides geo-science experts we invite urban- and spatial planners, architects, engineers, project managers from construction, transport, energy, environment industries as well as people from the financial sector.
Conceptual background for the project is the "5th Assessment Report" (AR5) of the "Intergovernmental Panel on Climate Change" (IPCC) and a guideline launched by the European Commission in 2011, the "Non-paper Guidelines for Project Managers making vulnerable Investments Climate resilient" - EU-GL in short.
Aim of the guidelines is to help developers of (physical) assets and infrastructure to understand the steps they can take to make investments resilient to climate variability and -change and support decisions for measures. These guidelines shall complement and not replace existing project development processes and tools.
THE GUIDELINES CAN BE USED FOR TWO TYPES OF PROJECTS
- Climate influenced projects - their success may be affected if climate change is ignored, e.g. industrial and residential buildings or transport infrastructure.
- Climate adaptation projects - their main aim is to reduce vulnerability to climate hazards, e.g. flood management scheme, urban heat island scheme.
EU-GL basically proposes a workflow to assess climate-induced risks and impact on various areas, e.g. the asset itself, health and safety, environment, society, financial aspects. It encourages a holistic approach with potentially multiple disciplines involved.
WITHIN CLARITY THE PROCEDURE MODEL PROPOSED BY THE EU-GL WILL BE DIGITIZED AND OPENED UP FOR BROAD USE IN INFRASTRUCTURE RELATED PROJECTS.
The CLARITY project team hosts relevant roles in the climate service value chain like (urban) end-users, providers of climate intelligence and value-added service providers. Together they co-create applications that are tailored to projects and that will be used at first reference cases.
Outcomes will be an integrated Climate Services Information System (CSIS) and a generic workflow to "industrialize" co-creation on climate services. These outcomes build the groundwork for the "myclimateservice.eu" marketplace.
CLARITY will allow end-users to explore various resilience scenarios for their projects considering
- variable local context
- climate intelligence provided by experts
- for the project customized risk analysis
- varying impact scenarios
- flexible adaptation and alternative options
- integration into action plans
Decision-making related to future events is always encountered to uncertainty; therefor the overall goal is to provide support for developing a roadmap to incorporate resilience to current climate variability and future climate change within infrastructure related projects.
ROLE OF PUBLIC FINANCING INSTITUTIONS, COMMERCIAL BANKS AND INSURERS IN THE CLIMATE CHANGE ECO-SPHERE
Activities on the global scale of finance and insurance industry show that project developers will be increasingly summoned to demonstrate assessment of vulnerability to climate risks and that appropriate resilience measures have been accounted for before grants, loans and investments as well as insurance terms for a specific project are approved.
The European Financing Institutions Working Group on Adaption to Climate Change (EUFIWACC) has been constituted also to support the EU agenda and objectives for financing adaptation to climate change. Their financial institutions (e.g. European Investment Bank, EBRD, KFW, Nordic Investment Bank) are already mainstreaming climate change risk management into due diligence investment appraisal and monitoring processes.
Worldwide, other institutions like the Asian Development Bank (ADB) and African Development Bank (AfDB) and the World Bank are undertaking pioneering work to mainstream climate resilience and adaptation.
Commercial banks are increasingly reviewing their due diligence processes for climate risks and have even been engaged in adaptation research over several years (e.g. Barclays, HSBC).
We create awareness of the CLARITY climate service, case studies, demonstrators and tools among relevant stakeholders in the climate and urban infrastructure planning and management sector, industries and civil society. We build up and foster the CLARITY Community with regional experts and contact points. We analyse and provide data relevant to stakeholders, share knowledge and connect the CLARITY Community.
1 DEVELOPMENT OF THE EU-PROJECT CLARITY
CLARITY is the first point of reference and the most important information, service and collaboration hub for everybody being concerned with climate change impact assessment in Europe.
2 ONBOARDING OF FURTHER PARTNERS
We foster a CLARITY Community involving local target sectors and stakeholders that are interested in CLARITY scenarios. Either as host of events, regional experts or contact point for tools and services.
3 ROLL-OUT OF THE FULLVERSION OF THE MARKETPLACE
CLARITY's value proposition is to make climate-proofing of infrastructure easier and faster at a fraction of the cost of individual climate sensitivity, vulnerability impact and adaptation strategy studies.
CLARITY will provide a cost-effective mean to assess the expected performance of adaptation and risk reduction options by providing operational indicator based resilience assessment services. This will effectively enable project managers to integrate resilience into large-scale investment projects. In order to answer to a concrete need and maximize the societal benefits, CLARITY will primarily concentrate on climate-proofing the urban areas and transport networks.
The CLARITY SOLUTION will support information exchange and collaborative decision making and provide overview information on key features relevant for climate-resilience of the city region.
Key objective is to examine the climate related effects and the use of tools and measures for risk assessment, evaluation of climate-change adaption strategies and integration of adaption measures for sustainable urban development.
The CLARITY COMMUNITY will contribute and evaluate relevant data identifying and appraising options.
CLARITY climate services will allow the end-users to explore alternative resilience scenarios with respect to: variable local context, selection of relevant climate intelligence, varying hazard intensities, flexible exposure scenarios, possible variations and alternative selection of options.
